If you have a job offer, a family visa or a university admission in the Gulf, your certificates have to be attested before the employer or the embassy will accept them. We handle that from our office in Eranhipalam, Kozhikode, for people across Kozhikode, Malappuram, Wayanad and Kannur: we tell you which stages your particular document needs, what the government charges, and what we charge, before you hand anything over.
Everything on this page was checked against the official source — the Kerala Government’s NORKA-Roots, the Ministry of External Affairs and the Hague Conference’s own status table — on 26 October 2026. Fees and rules do change, so ask us for today’s figure before you plan around a number.
The stages, in order
Attestation is a chain. Each stage will only accept a document that already carries the stage before it, which is why a certificate sent out of order comes straight back.
- 1. State attestation, in Kerala. For educational certificates this is done by General Education Department officers sitting at the NORKA-Roots centres — the stamp people still call “HRD attestation”. For birth, marriage, death certificates and affidavits it is the Kerala Home Department. See our NORKA attestation page for the counter, the documents and the fees.
- 2. MEA, New Delhi. The Ministry of External Affairs either affixes an apostille sticker or does a plain attestation, depending on the destination country. The MEA does not accept documents from individuals at all — they must come through one of its authorised agencies.
- 3. The destination embassy in India. Needed only for countries outside the Apostille Convention. For the Gulf that means the UAE, Qatar and Kuwait.
- 4. The destination country’s Ministry of Foreign Affairs (MOFA). Again only for the UAE, Qatar and Kuwait, and usually done after the document reaches the country — though the UAE now runs this online together with the embassy stage.
Two steps that attestation agents often add are not part of the Kerala chain. SDM attestation is a Delhi practice, used where a state Home Department will not authenticate; no Kerala or MEA rule asks for it. And HRD attestation is not a separate trip any more — in Kerala it happens inside the NORKA visit.
Apostille or embassy? It depends on the country
This is the part most people get wrong, and it is the difference between paying a few hundred rupees and paying several thousand. If the destination country has joined the Hague Apostille Convention, one MEA apostille sticker is legally enough and there is no embassy or MOFA stage at all. Status below is from the Hague Conference’s own table:
- Apostille countries: Oman (since 30 January 2012), Bahrain (31 December 2013) and Saudi Arabia (7 December 2022).
- Embassy and MOFA countries: the UAE, Qatar and Kuwait. These have not joined, so the full four-stage chain applies.
Be careful with Saudi Arabia and Bahrain. The law says an apostille is enough, but practice has not caught up: NORKA was still charging and still performing Saudi and Bahraini embassy attestation in October 2026, and Bahrain’s labour authority is reported to still ask for Bahrain MOFA attestation, which needs the embassy stamp first. We will not guess on your behalf — before you spend money on either country we ask your employer or sponsor in writing which they require, because they are the ones who will reject it.
Educational or personal — a different authority signs
- Degree, diploma, SSLC and other educational certificates — General Education Department, at NORKA-Roots. Only certificates issued by institutions in Kerala can be attested here. Consolidated mark lists and transcripts are not attested at all, and a provisional certificate is only accepted within six months of issue.
- Birth, death and marriage certificates — Kerala Home Department, through the same NORKA offices. A minor’s certificate needs the parents’ passports; a death certificate needs the legal heirs’ passport copies.
- Affidavits and powers of attorney — Kerala Home Department, and these must be executed before a notary or legal authority first.
- Police Clearance Certificate — if your state police issued it, the Kerala Home Department attests it. If a Regional Passport Office issued it, it already carries central authority and goes straight to the MEA. A PCC from one state attested by another state’s Home Department is treated as not genuine.
- Experience certificates from a private employer sit outside the published rules, because NORKA only attests certificates issued by authorities in Kerala. Show us the letter and we will tell you honestly whether it can be put through.
What it costs
Three separate amounts, and we tell you all three up front. First the government and embassy fees, which are published and identical whether you come to us or go yourself. Then the MEA agency charge. Then our service charge for running the file, which we quote in writing before you pay anything.
- Kerala state attestation of an educational certificate — Rs 75 per certificate
- MEA apostille — Rs 50 per sticker; MEA plain attestation is free of cost
- MEA authorised agency charge — Rs 84 per document plus Rs 3 per page for scanning
- Embassy attestation — a published NORKA charge per country, from about Rs 1,250 to Rs 17,130 depending on the country and on whether the certificate is educational or personal; the figures are listed on our NORKA attestation page
- NORKA’s own service charge — Rs 708, plus Rs 250 for each additional embassy attestation
Two honest notes on those numbers. NORKA publishes two different fee tables, one for educational and one for personal documents, and for the same embassy they differ by several times over — Saudi Arabia is Rs 17,130 on one and Rs 3,500 on the other, with no official explanation given. And the MEA agency charge appears as Rs 84 on some official pages and Rs 90 on others. Treat every figure here as the published rate on 26 October 2026 and confirm the total with us before you commit.
Why certificates get rejected
Almost every delay we see is one of these, and all of them are published rules rather than bad luck:
- A laminated certificate — the UAE will not attest one, and lamination cannot be undone
- A handwritten certificate — not attested by the UAE embassy
- Documents apostilled as a bundle — the UAE requires each one apostilled individually
- A consolidated mark list or transcript instead of the year-wise semester mark lists, including improvement and supplementary
- A certificate issued outside Kerala taken to a Kerala counter
- A provisional certificate more than six months old
- The original SSLC or 10th certificate missing — it is required even when you are attesting a degree
- The original passport not produced at the counter
- Medical, nursing, dental or pharmacy applicants without a registration certificate
- A photocopy sent to the MEA — it legalises originals only
- Turning up with cash at NORKA — card or Google Pay only, since 1 October 2023
Where each stage physically happens
The state stage is the only one that happens in Kozhikode. The NORKA-Roots Kozhikode regional office covers Kozhikode, Malappuram and Wayanad, and shares Kasargod with the Kannur district cell. There is no MEA attestation counter in Kozhikode — the MEA works through authorised agencies, and the nearest centre serving Kerala is in Kochi, with documents routed on to New Delhi. That routing is the real reason attestation takes the time it does, and it is why NORKA’s own service exists: it sends the file to Delhi for you instead of you travelling.
Nobody publishes an end-to-end processing time — not NORKA, not the MEA, not any Gulf embassy in India. Any agent quoting you a guaranteed number of days is guessing. What we will give you is the realistic range from the files we have actually run, and a straight answer the day something stalls.
What we do, and what we cannot do
We check your documents against the rules above before a rupee is spent, tell you which stages your country actually needs, prepare and lodge the file, follow it through Delhi and tell you the moment there is news. What we cannot do — and nor can any agency, whatever it advertises — is issue or hurry a government stamp. The state attestation, the apostille, the embassy stamp and MOFA are all acts of the governments concerned. We are a travel agency handling your paperwork, not an authority, and we will tell you plainly when a case is simple enough to do yourself.
If the attestation is for a Gulf job or a family visa, the same trip usually needs a visa and a ticket. See our visa services and flight tickets from Calicut — booking them together is how we keep your travel dates, your visa and your attested papers from contradicting each other.
Questions we are often asked
How much does certificate attestation cost in Kerala?
It depends on the destination and on whether the certificate is educational or personal. The state attestation of an educational certificate is Rs 75 and an MEA apostille is Rs 50, so an apostille-only country such as Oman is inexpensive. A country needing the embassy stage — the UAE, Qatar or Kuwait — runs into thousands, because of the embassy charge. Send us a photo of the certificate and tell us the country, and we will give you the full total broken into government fees and our charge.
What is NORKA attestation and do I need it?
NORKA-Roots is the Kerala Government agency that performs the state stage of attestation and then forwards your certificate to Delhi for the MEA and embassy stages. For a certificate issued in Kerala, the state stage is mandatory, so yes. Our NORKA attestation page has the Kozhikode counter, the eligibility rules, the published fees and the documents to carry.
Is apostille the same as attestation?
No. An apostille is a single sticker the MEA affixes for countries in the Hague Apostille Convention, and it replaces the embassy and MOFA stages completely. Plain attestation is for countries outside the Convention, and it is only a step along the way — the embassy and that country’s MOFA still have to legalise the document afterwards. In the Gulf, Oman, Bahrain and Saudi Arabia are apostille countries; the UAE, Qatar and Kuwait are not.
Do I still need Saudi embassy attestation?
Legally, no — Saudi Arabia joined the Apostille Convention with effect from 7 December 2022, so an MEA apostille should be sufficient. In practice NORKA was still charging for Saudi embassy attestation in October 2026 and some Saudi bodies still ask for it. Get it in writing from your employer or the Saudi body that will receive the document before you pay for the embassy stage, and we will do exactly what they specify.
How long does certificate attestation take?
There is no officially published turnaround at any stage. NORKA’s counters work Monday to Friday, 10am to 2.30pm, and the file then travels physically to New Delhi for the MEA and embassy stages, which is where the time goes. We will tell you the realistic range for your country and document rather than a number we cannot stand behind — and do not commit to a joining date or book a ticket until the papers are back in your hand.
Can I do MOFA attestation in Calicut?
No, and nobody in Kerala can. MOFA attestation is done by the destination country’s own Ministry of Foreign Affairs — the UAE, Qatar or Kuwait — which means it happens there, not here. What is done in India is the state attestation, the MEA stage and the embassy stamp. For the UAE, MOFA attestation is now applied for online and courier-collected, which is the closest thing to doing it from here.
Which documents do I need to bring?
For an educational certificate: the original certificate, the original SSLC or 10th certificate, all year-wise semester mark lists including any improvement or supplementary, your original passport and a copy of it. For a birth, marriage or death certificate: the original, your passport, and the parents’ passports for a minor or the legal heirs’ passport copies for a death certificate. Bring the originals — a photocopy cannot be attested. Send us photos on WhatsApp first and we will check the set before you travel to the counter.
Do you do attestation for jobs in the UAE?
Yes, and the UAE is the most common case we handle. It needs all four stages, because the UAE is not in the Apostille Convention: Kerala state attestation, MEA attestation, the UAE embassy, and UAE MOFA. The UAE now runs the embassy and MOFA stages as one online application with the original collected by courier, and it will not accept a laminated or handwritten certificate, or several documents apostilled together in one bundle.
