Quick answer

Fill in the form on the Global Passport Seva portal (mportal.passportindia.gov.in/mission), then apply in person at one of three Indian Consular Application Centres (Kuwait City, Fahaheel, Dajeej). Since 23 July 2026 these are run by DU Digital Global. You can walk in or book at kwicac.dudigitalglobal.com. An adult 36-page re-issue costs KD 38 (Tatkal KD 76), plus KD 1 ICWF and KD 6 service charge. If no police check in India is needed, the Embassy processes it in 2–3 working days.

Who handles Indian passports in Kuwait

  • Embassy of India, Kuwait (Consular and Passport Wing). Queries: cons1.kuwait@mea.gov.in, +965-65501767.1
  • From 23 July 2026, consular, passport, visa and attestation services are provided by M/s DU Digital Global at three ICACs, open every day 08:00–18:00: Kuwait City (Al Jawhara Tower, 1st floor, Qibla); Fahaheel; Dajeej (Waha Mall, Ground floor).23
  • From 1 July 2026, no ICAC accepted applications and the Embassy handled emergency cases only, until the new provider started on 23 July 2026.42

How to apply or renew, step by step

  1. Fill in the application on the GPSP 2.0 portal: https://mportal.passportindia.gov.in/mission/. Since 17 October 2025, forms made on the old portal are not accepted. Upload your documents, ICAO-compliant photo and signature, then submit.5
  2. ICAO-compliant photo: 630x810 pixels, white background, face taking up 80–85% of the frame, no glasses reflections.1
  3. Go to an ICAC as a walk-in or with an appointment booked at kwicac.dudigitalglobal.com, and choose the correct service category.23
  4. Apply in person so your identity and documents can be checked and you can sign or give a thumb impression. Minors must attend too, except newborns.1
  5. For corrections or changes to entries in your passport, visit the Embassy (Counter 4, Consular Wing, 08:30–12:30 on working days) with original proofs. Once approved, the approval is written on the application form.1

Documents for renewal (re-issue)

  • Because Kuwait requires more than 1 year of passport validity for residency (Iqama), you can renew up to 18 months before expiry without giving a reason. Earlier renewal is allowed for written reasons: pages used up, changed details, name split, change in marital status, appearance or signature, damage, or loss.6
  • Expired passport: same procedure and fee as a re-issue.7
  • Damaged: explanation in Annexure F.6
  • No valid Kuwait residence on the application date (entry, residency or visit visa expired): only a Short Validity passport is issued.1
  • Tatkal: an undertaking in the set format giving the reason for urgency, plus copies of three photo IDs from India at your present address (two for a minor). The Embassy approves it based on your previous passport data.18

How long it takes

  • Fees were revised by Gazette notification GSR 516(E) dated 25 June 2026, with effect from 1 July 2026.9
  • If prior police verification (Pre-PV) is not needed, the Embassy completes processing in 2–3 working days, not counting dispatch.1
  • Where Pre-PV in India is required, State Police are allowed up to 30 days, so allow extra time. Incomplete applications add delay.1
  • Tatkal: once accepted with the fee, the passport is dispatched within 3 working days. If your previous passport data shows no clear police verification, you may get only a short-validity passport (up to 2 years).18

Passport for a child born in Kuwait

  • First register the birth with the Kuwait Ministry of Health Birth Registration Office to get the Arabic Birth Card. Then register the birth with the Embassy within one year of the date of birth. The Embassy issues a birth certificate.10
  • Documents: Birth Card attested by Kuwait MOFA and translated at an authorised centre; a copy of the MHA registration (indiancitizenshiponline.nic.in); both parents' original passports; a duly attested marriage certificate if neither parent's passport shows the spouse's name; a request letter about the child's surname; Annexure D from both parents; copies of the parents' passports and Civil IDs; and an NOC from the other embassy if a parent is not Indian.10
  • The child's given name follows the Arabic Birth Card. The Embassy birth register cannot be corrected later.10
  • If you register after one year, write to the Consular Section explaining the delay. The Embassy decides case by case.11
  • Fresh passport fee for a newborn: KD 26 (after discount), plus ICWF and the service charge.1

Lost or stolen passport

  • Documents: a Lost Report circular from Maktab Al-Jawazaat (Kuwait Passport Office), a written statement in Annexure F explaining how the passport was lost and whether this is the first loss, a copy of the lost passport, and a copy of your Civil ID. Apply under the Lost/Damaged re-issue category.12
  • Fee: KD 76 (36 pages) or KD 91 (60 pages), plus ICWF and the service charge.1
  • Emergency Certificate fee: KD 5. The Kuwait pages reviewed do not list the documents for an EC.1
