Quick answer
In Qatar, Indian passports are handled directly by the Consular Section of the Embassy of India in Doha (Onaiza). The Embassy cancelled its tender for an outsourced centre, so there is none. Fill in the form on the Global Passport Seva portal (mportal.passportindia.gov.in/mission), print it, and hand it in at the Embassy between 08:00 and 11:15, Sunday to Thursday. An adult 36-page re-issue costs QR 447 (Tatkal QR 893), plus QR 7 ICWF. Passports are normally ready on the sixth working day.
Who handles Indian passports in Qatar
- Consular Section, Embassy of India, Doha: Villa 86 & 90, Street 941, Al Eithra Street, Zone 63, Onaiza. Enquiries: 4425 5777, cons.doha@mea.gov.in.1
- Passport, PCC and visa submission: 08:00–11:15. Passport collection: 14:00–16:15. Closed Fridays, Saturdays and public holidays.12
- The Embassy has published a notice annulling its tender for outsourcing CPV services, so applications go to the Embassy itself.1
How to apply or renew, step by step
- On the Global Passport Seva portal (https://mportal.passportindia.gov.in/mission/), choose Qatar–Doha, register a user ID, log in, fill in the form (Fresh or Re-issue) and submit it online.3
- Print the application and paste a recent colour photo (2x2 inch, white background) in the box.3
- From 1 September 2025, only ICAO-compliant photographs are accepted. The Embassy has also announced the move to Global Passport Seva Version 2.0.1
- Hand in the printout with documents and fee at the Embassy between 08:00 and 11:15 (Sun–Thu). You sign in front of the Submission Officer. Applications are taken until 11:15, so there is no need to arrive at 08:00.32
- Only residents with a valid Qatar ID can apply in person for re-issue. Casual visitors are issued only an Emergency Certificate to return to India.3
- Collect the passport at the Embassy between 14:00 and 16:15 on the date given when you applied, or send someone authorised in writing with the receipt.3
Documents for renewal (re-issue)
- Normal re-issue (36 or 64/60 pages, Normal or Tatkal): online form printout, passport, copies of the passport and Qatar ID, two 2x2 inch photos on a white background.4
- Passport expired more than 3 years ago: a sworn affidavit, signed in front of the Consular Officer, explaining why you are renewing late.3
- Change of address: passport original plus 1 copy, Qatar ID copy, 2 photos, and proof of the new address (telephone, electricity or water bill, Aadhaar, election ID, gas connection, etc.).4
- Adding a spouse: marriage certificate (issued or attested by an Indian authority) or the Annexure J joint photo declaration. Removing a spouse: death certificate, or a divorce deed authenticated by a court.4
- Change of name: NOCs from the Embassy and from Qatar Immigration, a Gazette notification or two original newspaper clippings (India and Qatar), and two public documents in the new name. The change is made 30 days after the advertisement is published.43
- Damaged: copies of the passport and Qatar ID, and 2 photos. Passports first issued in India also need the Personal Particulars Form.43
- Minor re-issue: passport, copies of the passport and Qatar ID, 2 photos, Annexure D (or Annexure C for one parent), both parents' passport and Qatar ID copies, and the parents' original passports for checking.4
- Housemaids: the employment contract attested by the Qatar Ministry of Labour and MOFA, a sponsor NOC and QID copy, and the applicant's letter.4

How long it takes
- Fresh and re-issued passports are normally delivered on the sixth working day, not counting the day the Embassy receives the application. This depends on workload and does not apply to cases that need prior approval from India.3
- Tatkal: the out-of-turn passport is issued the day after submission. Cases referred to India because of an adverse or incomplete police verification report (PVR) cannot be processed under Tatkal.3
- Lost or damaged: about 10 days if the original was issued in Doha, up to 45 days if another office issued it. These replacement passports are sent for post-police verification.3
- A child needs no police verification if either parent holds a valid passport with the spouse's name in it. A 10-year passport for a 15–18-year-old cannot be issued without police verification.5
Passport for a child born in Qatar
- Apply for a Fresh passport on the GPSP portal. Submit the original birth certificate plus a copy, four 2x2 inch photos, Annexure D (or C), 2 copies of the birth registration form, both parents' passport and Qatar ID copies with the originals, and the parents' MEA-attested marriage certificate if neither parent's passport shows the spouse's name.4
- Birth registration fee: QR 69. Birth certificate: QR 86 (w.e.f. 1 Apr 2026). Newborn fresh passport: QR 290 (Tatkal QR 691).4
- A child born abroad to an Indian parent is a citizen by descent and can get an Indian passport, but must not hold another country's passport.5
Lost or stolen passport
- Report the loss to the nearest police station or CEID, get a copy of the FIR, and tell the Embassy without delay. If you do not, you can be held responsible for misuse.3
- Re-issue in lieu of lost passport: online form, 2 photos, passport and Qatar ID copies, and a police report in English or officially translated. An FIR from Qatar Police is compulsory. If the lost passport was issued in India, add the Personal Particulars Form.43
- A duplicate may be refused for a second loss unless explained. Habitual losers are denied further passport facilities.3
- Emergency Certificate (a one-way document to India, when a new passport cannot be issued without approval from India): online form, 2 photos, original passport and copy, Qatar ID copy, and a CEID/police report if lost. Fee QR 54.43
