Indian passport renewal in Saudi Arabia: how to apply, fees and documents

Who handles Indian passports in Saudi Arabia

• Embassy of India, Riyadh: provinces of Riyadh, Al Jouf, Hail, Al-Qasim, Eastern Province and Northern Borders (e.g. Dammam, Al Khobar, Jubail, Hofuf, Buraidah, Hail, Sakaka, Arar, Hafr Al Batin, Khafji). Consulate General of India, Jeddah: Tabuk, Madinah, Makkah, Al Baha, Asir, Jizan and Najran (e.g. Jeddah, Makkah, Madinah, Taif, Abha, Khamis Mushait, Yanbu).¹
• Both missions have outsourced passport, visa and consular services to M/s VFS GCC LLC (VFS Global).²
• Riyadh-jurisdiction VFS passport centres: Riyadh (Umm Al Hamam, Dove Plaza – passport incl. Tatkal), Al Khobar, Buraidah, Jubail, Hail, Sakaka (Al Jouf). Riyadh Al Hada is visa-only. Passport services are also offered at Arar, Hafr Al Batin, Hofuf/Al Hasa, Al Khafji, Wadi Al Dawasir and Al Qurrayat.²

How to apply or renew, step by step

1. Register once on the Global Passport Seva portal (https://mportal.passportindia.gov.in/gpsp), create a user ID, fill in the form online and print it.⁴
2. GPSP Version 2.0 applies to applicants in Saudi Arabia from 24 October 2025. You must upload an ICAO-compliant photograph (or give a soft copy to the service provider), a scanned signature and the relevant documents.⁵
3. Book an appointment with VFS (limited slots): https://visa.vfsglobal.com/sau/en/ind/ – Hail centre needs no appointment for passport services.⁶²
4. Go in person to the VFS centre with the printout, photos, original passport, copies and the fee. You sign in front of the VFS submission officer.⁶⁴
5. Changes of name, parent's name or spouse's name need the Embassy's prior approval. No approval is needed for a change of address (with proof), adding a spouse's name (with proof) or splitting a name (with two proofs).⁶
6. Tatkal: at Riyadh and Dammam VFS centres, walk in without an appointment, Sun–Thu, 09:00–12:30.⁶

Documents for renewal (re-issue)

• Expiring or expired passport: online form printout; three 2x2 inch photos on a white background; original passport and any extra booklets; copies of the first two and last two pages and any observation pages; copy of your valid Iqama (you may add the MOI Iqama-validity printout). Personal presence is compulsory. You can apply within 1 year before expiry or at any time after.⁶
• Passport expired more than 3 years ago: add a sworn affidavit (AFF-7) explaining why you are renewing late.⁶
• Pages used up: same documents as a normal renewal.⁶
• Adding a spouse: marriage certificate or joint photo declaration, plus the spouse's passport or Aadhaar. A marriage certificate issued in India must be attested by the State Home Department and MEA. Removing a spouse: divorce order or decree.⁶
• Damaged: Annexure F affidavit, 2 photos, the original damaged passport, copies, and a copy of your Iqama.⁷
• Minors: Annexure D signed by both parents (or Annexure C for a single parent). At least one parent's passport must show the spouse's name. Also both parents' passport and Iqama copies, the minor's original passport and Iqama, and 3 photos.⁸

Fees

How long it takes

• Tatkal passports are normally issued in 3 working days, not counting the day of appointment and submission at VFS, if you are eligible for Tatkal.⁶⁸
• The Riyadh re-issue page also calls Tatkal for exhausted pages 'same day delivery', available only at the Riyadh VFS centre.⁶
• Emergency Certificate: same-day delivery.⁹
• The Saudi mission pages reviewed give no standard processing time for Normal re-issue and do not describe police-verification timing.¹⁰⁶

Passport for a child born in Saudi Arabia

• Every child born in Saudi Arabia to Indian parent(s) must be registered with the Embassy (Riyadh jurisdiction) or the Consulate (Jeddah jurisdiction) within one year of birth. The mission issues an Extract of Birth, then a separate passport. A child cannot be added to a parent's passport.¹¹
• Documents: the Section 4(1) birth-registration request filed on https://indiancitizenshiponline.nic.in (attested by the consular officer); the GPSP application printout signed by both parents (the child's thumb impression goes in the signature box); Annexure D (or C); the Saudi Civil Affairs birth registration certificate, attested by Saudi MOFA, with an English translation, plus the original; 3 photos; both parents' passport and Iqama copies. At least one parent's passport must show the spouse's name.¹¹
• You do not need to bring the newborn to the application centre.¹¹
• If one parent is a foreign national, you may submit a certificate from that country's embassy saying the child is not registered as its citizen.¹¹
• Late registration (after 1 year): a parent meets the Consular Officer with a written explanation for the delay and the same documents.¹¹

Lost or stolen passport

• To re-issue in lieu of a lost or stolen passport: online form; Annexure F affidavit; Jawazat/police report of the loss with an authorised English translation; Jawazat printout of your Iqama/residency status (translated); 2 photos; copy of the lost passport; copy of your Iqama.⁷¹²
• Riyadh says Tatkal is not available for lost passports. Jeddah allows Tatkal for lost or damaged passports only at Hail Street, Jeddah, and only with the Consulate's prior approval.⁷¹²
• Emergency Certificate (one-way travel to India) is for Indians, e.g. on a visit visa, whose passport is lost, damaged or expired. You need the application form, a copy of your final exit or a sponsor's letter (not needed on a visit visa), a passport copy or the original if you have it, and a photo. Fee SAR 56 + SAR 8 ICWF, delivered the same day. Issuing the EC cancels your existing passport.⁹
