Quick answer

Fill in the form on the Global Passport Seva portal (mportal.passportindia.gov.in/mission), then book a slot at consularsevainuae.com and hand it in, in person, at one of 16 Indian Consular Application Centres (ICACs). Since 22 July 2026 these centres are run by Al Hind Tours & Travels, and the Embassy and Consulate no longer take applications themselves. An adult 36-page renewal costs AED 450 (Tatkal AED 900), plus the provider's AED 19 service charge and the ICWF charge where it applies. If no police check in India is needed, it takes about 3–4 working days.

Who handles Indian passports in UAE

  • Embassy of India, Abu Dhabi covers the Emirate of Abu Dhabi; Consulate General of India, Dubai covers Dubai and the Northern Emirates (the ICAC list is split the same way).1
  • From 22 July 2026, passport, visa, consular and attestation services are outsourced to Al Hind Tours & Travels LLC at 16 ICACs. Services are no longer available at the Embassy (Abu Dhabi) or Consulate (Dubai) premises.12
  • Abu Dhabi emirate ICACs: Al Danah, Musaffah (Capital Mall), Al Reem (Wafra Square), Al Ain, Madinat Zayed (Al Dhafra), Ghayathi.1
  • Dubai and Northern Emirates ICACs: Bur Dubai (UW Mall, Al Mankhool), Dubai Investment Park-I, Sharjah Al Majaz (Bel Rashid Towers), Indian Association Sharjah, Ajman (Indian Association), Umm Al Quwain (Indian Association), Ras Al Khaimah (Indian Relief Committee), Fujairah (Indian Social Club), Kalba, Khor Fakkan.1
  • ICAC hours: 8 AM to 6 PM.1

How to apply or renew, step by step

  1. Register and fill in the passport application online on the Global Passport Seva portal: https://mportal.passportindia.gov.in/mission/34
  2. Give both an Indian address and your current UAE address. The Indian address, with PIN code and the correct police station, is used for police verification.3
  3. Upload or submit an ICAO-compliant photograph (the Embassy and Consulate publish ICAO photo guidelines).3
  4. Book an appointment at consularsevainuae.com. Slots open at 9 AM and 9 PM daily. You may enter the ICAC only 15 minutes before your slot.1
  5. Walk-in, first come first served, is also available at every ICAC for Tatkal passports, newborn cases, Emergency Certificates and senior citizens (60+).1
  6. At the ICAC, submit the printed application with original documents plus one set of self-attested copies (current passport first and last pages, Emirates ID, visa). Your old passport is kept while the application is processed.3
  7. Track your application at https://mportal.passportindia.gov.in/mission/TrackApplication. If your file is sent for police verification, you are notified by email.3
  8. Collect the new passport from the centre or have it couriered. Domestic courier is included in the AED 19 service charge.14
  9. You cannot edit your personal details after the service provider has physically received your application. A mismatch with your passport data leads to rejection, and the fee is not refunded.3

Documents for renewal (re-issue)

  • Normal renewal (expiring or expired): online application printout, current passport plus copies of the first and last pages, Emirates ID copy, visa copy.3
  • Passport expired more than 3 years ago: add a declaration on plain paper explaining the reasons for renewing late.3
  • Damaged: the original damaged passport with clear copies, the Annexure F declaration, and a copy of your UAE visa or Emirates ID.5
  • Change of address (Indian address): one proof, e.g. Aadhaar, ration card, driving licence, election ID, utility bill, bank passbook, rent agreement, or your spouse's passport. To print a UAE address instead: a DEWA/SEWA bill and title deed in your own, your spouse's or your parent's name, plus an Indian address proof for verification.5
  • Normally a UAE address is not printed on the passport. It is allowed only in exceptional cases, with an affidavit that you have no permanent address in India.3
  • Name change or adding a surname: two newspaper clippings (one in India, one in the UAE) or a State Gazette notification, plus two public documents in the new name. NRIs on long-term visas may use documents issued by the UAE government.5
  • Married name: marriage certificate, or the Annexure J joint declaration.5
  • Adding a spouse: marriage certificate or Annexure J. Removing a spouse: divorce decree from an Indian court. A foreign divorce decree is not accepted without an Indian court's declaratory order.5
  • Changing date or place of birth needs the Consulate's prior approval.5
  • Minors: the minor's visa copy, and both parents present with their original passports. Annexure C or D, as the case requires, for single-parent, divorce or guardian cases.6

How long it takes

  • Government fees were revised from 1 July 2026 and apply at both missions and all ICACs.78
  • If prior police verification (Pre-PV) is not needed, the Consulate completes processing in 3–4 working days, not counting dispatch time.3
  • Where Pre-PV in India is required, State Police in India are allowed up to 30 days to verify, so allow extra time. Incomplete or incorrect applications add further delay.3
  • Tatkal is not available for: lost/stolen passports; changes of name, sex, date or place of birth, parent or spouse name, or signature; change in appearance; persons of Nagaland or J&K origin; adopted children; minors of divorced or separated parents; renewal of a short-validity passport; passports damaged beyond recognition; and certain other cases.3

Passport for a child born in UAE

  • Register the birth first. File the MHA birth-registration form on https://indiancitizenshiponline.nic.in and submit it with the passport application. Both parents apply together.9
  • Documents: UAE Ministry of Health birth certificate, with an authentic English translation if it is in Arabic. If the certificate has no QR code, it must be attested by UAE MoFA. Also: parents' marriage certificate (if the spouse's name is not in their passports), parents' passports and visas.9
  • The child's name must be written in full, with no initials. If the birth certificate uses initials, it must be corrected first.9
  • If the child is more than one year old, you need the Consulate's prior approval, with a letter signed by both parents explaining the delay.9
  • If either parent is a foreign national, you need a letter from that country's embassy saying the child has not acquired its nationality.9
  • Fresh passport fee for a minor up to 8 years: AED 295 (Tatkal AED 700), plus the service charge. Newborn cases can walk in at any ICAC.17

Lost or stolen passport

  • Report the loss straight away to the nearest police station and to the Mission. You are responsible for any misuse if you do not report it.3
  • To re-issue in lieu of a lost passport: copy of the lost passport (first, last, endorsement and visa pages), the FIR/police certificate (with English translation), the Annexure F declaration, and the entry/exit paper from UAE immigration (legally translated) if the UAE visa page is not available. For minors, consent of both parents.5
  • Lost-passport cases cannot use Tatkal. Fee: AED 900 for 36 pages (adult).83
  • Emergency Certificate (a one-way travel document to India): original passport if you have it (valid or expired), or the police lost report; Emirates ID or visa copy; 2 photos; the application form. Fee AED 60. ECs can walk in at any ICAC.1017
